Are The Bucs Blatantly Breaking NFL Rules?

"Wow, how did we not see this sooner?"
Rules Clarification, Please?
Admittedly, we are not experts on NFL rules, but our understanding is that an offensive lineman cannot catch a pass unless (i) he reports to the referee as eligible; or (ii) the pass is first tipped by an otherwise eligible receiver or a defensive player.
When an offensive lineman reports as eligible, the referee generally announces it before the play.
Our question? We have never heard Michael Clayton--who the Bucs signed to an insanely large contract apparently for his blocking skills--report as an eligible receiver. So why haven't the Bucs been called for an illegal touching on those rare instances (7 times so far in the first 4 games of 2009) when Clayton actually hangs onto the ball?
Can anyone help?
We're not trying to get the Bucs in any trouble here, but certainly the NFL is going to catch this sooner or later.

It’s all pretty simple: the NFL refs have never caught him in the act of actually catching the ball. Yes, passes are thrown his way, but they usually bounce of his chest, helmet or shoulder pads into the hands of opposing defenders. It’s really hard to argue that he was trying to catch those passes. Then on rare occasion he may catch a ball, but when opposing teams point it out to the refs, their typical response is “Come on man, Michael Clayton?!! Catching a ball?!! Are you crazy?!!” Finally, at the end of such plays, they put the ball down at the line of scrimmage which is just about where Clayton’s forward progression was, so it appears that they ignored this important rule when in fact they simply didn’t believe he made a catch.

It was clear to anyone including officials that a defensive player swatted the ball before Penn touched it. Were you guys taking a shit when this happened? Quit relying on PTI for your NFL news and actually watch a game or two….. Duds
